As you progress through the main story quest chain in Windrose, you will reach a quest called Needle In The Haystack. This is the same quest chain that requires you to defeat Hands, the Local Threat in the Foothills.
Once you have defeated Hands and talked to the 'surviving captive' nearby, you'll be asked to meet John Doe back at your camp as the next step, but where is he? The answer is simple so we'll keep this short and sweet.
Where Is John Doe In Windrose?
The answer is that he is nowhere. To speak with John Doe and progress the quest, you need to interact with your Bonfire and 'Settle' John Doe at your camp. This mechanic is not really explained by the game at all, but it's the means by which you can 'Evict' and 'Settle' various story NPCs to your base as you relocate your base around the map.
Interacting with the bonfire also provides you with a biographer of the story NPCs and some background/lore if that's your thing. Whenever you relocate your base to another location, simply Evict them at the bonfire and Settle them at the new bonfire.
Why Has Doctor Galen Disappeared in Windrose?
If you've read the rest of this short guide then you probably already know the answer. You have either destroyed your original bonfire and then relocated, or you have relocated and not yet 'Settled' Doctor Galen at your new base. Either way, it's an easy fix.
