Nebulous Voidcores are a new bad luck protection system for Patch 12.0.5, very similar to previous implementations of Bonus Rolls, but now even better. They let players target items for a variety of content with a guarantee that they will get the item they want eventually, including raids, dungeons, delves and prey. There will still be some luck involved, with how quickly the item you want from that boss or dungeon drops from a bonus roll, but eventually you are guaranteed to get it.
You will initially get 2 Nebulous Voidcores per week and continue receiving two every week. This is a weekly cap that increases by 2 every week until the end of the season, meaning if you miss a week you can always catch up.
Once you have done the opening quest to Build the Voidforge, you will be able to start acquiring Nebulous Voidcores; this is also necessary for unlocking Ascendant Voidcores (Weapon & Trinket Upgrades).

How to Unlock the Voidforge
To be able to purchase the Nebulous Voidcores you will first need to unlock the Voidforge. This is a simple quest called Building the Voidforge. This quest requires you to collect Elemental Voidcore Shards from Raid Bosses, Bountiful Delves and Mythic+ Dungeons. This was originally a weekly quest but can be done all in one week now, as a way to catch-up.
You can track your progress and pick up the quest by going to Decimus, who is located in The Voidstorm.

Once you are done with all 6 Elemental Voidcore quests, you will be able to purchase the Nebulous Voidcores from Decimus.
Where to Purchase Nebulous Voidcores
You can purchase a total of 2 Nebulous Voidcores per week from Decimus, this is cumulative meaning if you miss a week you will be able to purchase the ones that you missed.Decimus can be found in the Howling Ridge in the Voidstorm and will exchange either Gold, Voidlight Marl or Veteran Dawncrests for Nebulous Voidcores.
Note: You can get an additional Nebulous Voidcore a week for 6 Thalassian Token of Merit, which are obtained from the weekly vault if you don’t take an item. You can then exchange them at Vaultkeeper Elysa near the Great Vault for Nebulous Voidcores. When purchased from this vendor, they do not count towards your Nebulous Voidcores cap.
How to Use Nebulous Voidcores
Using Nebulous Voidcores is fairly simple; when you defeat a Midnight Season 1 Raid Boss, complete a Mythic+ key, Nightmare Prey Hunt or a Bountiful Delve you will get a small window pop up which will let you roll for that specific loot table. You will receive one of the items from the respective loot table, for raid it will be either Heroic or Mythic depending on the difficulty you defeated, for other content it will be equivalent to the vault item you would be eligible to receive.
Important: Make sure you have set your loot specialization to the correct one before using Nebulous Voidcores to bonus roll. It will use your current loot specialization to decide the loot table that can drop.
Once you have looted an item from Nebulous Voidcores at that specific difficulty, you will not be able to receive that item of loot when using Nebulous Voidcores again, but the item will still be able to drop normally from the activity.
Mythic+ Dungeons, Bountiful Delves and Nightmare Prey Hunts cost 1 Nebulous Voidcores each whereas raid bosses require 2 Nebulous Voidcores to roll for an item.

We would recommend waiting to use your Nebulous Voidcores (Bonus Rolls) on the highest difficulty content that you can do, and preferably only on Mythic+ and Raid Bosses. Try to specifically target key items that hold the most value, and where possible, instances and raid bosses where the loot table has multiple upgrades and high value items such as Best in Slot trinkets.

Loot Specialization Bonus Roll Tech
There are certain things that you can do to increase your chances of receiving the item you want. The rolls appear to be specialization specific, meaning if you change specialization you can remove certain items from the loot table.
So for example, if you are playing Unholy DK and have defeated Chimareus, when using Nebulous Voidcores to bonus roll in the Unholy loot specialization you have a total of 4 items you can receive (assuming you haven’t already used Nebulous Voidcores on this boss). However, Blood doesn’t have the Undreamt God's Oozing Vestige on its loot table, meaning you can use Blood Specialization to more easily obtain the Gaze Of The Alnseer by removing 1 item from the available loot table.
