Twilight’s Blade Insignia is a currency available from the Midnight Pre-Patch event. The event launches on the 27th / 28th of January and will remain active until the launch of Midnight on the 2nd of March.
How to Earn Twilight’s Blade Insignia
To start earning Twilight's Blade Insignia you first need to complete the introduction starting in Stormwind or Orgrimmar, which finishes with the quest Cult it Out.

There are two weekly quests you can do: Disrupt the call and Twilight’s Dawn. Both are available at the same time and can be completed once per warband.
World Quests in the Twilight Highlands, are just like world quests in any other zone.
Rares spawn every 10 minutes following a fixed rotation. Before the rare can be killed it has a summoning ritual you must help out with, which takes several minutes. This means you always have time to get to the rare even if you are on the other side of the map when the rare spawns.
Catch-Up Gear
Like other Pre-Patch events you will be able to purchase catch-up gear for all of your alts. It is sold by Armorer Kalinovan who can be found in the Twilight Highlands.
This gear is warbound, item level 121 on the champion track, and can be upgraded to 141. All of the pieces cost 40 Twilight's Blade Insignia, but can also drop from the rares of the event. These items are a recolour of The War Within dungeon gear.

Vendor Rewards
In addition to catch-up gear you will also be able to purchase a variety of other transmogs, pets and even a mount for Twilight’s Blade Insignia. All of the items can be purchased from Materialist Ophinell who can be found in the Twilight Highlands Camp.
