Rime has one Talent I consider mandatory no matter the build: Winter's Embrace. A lot of your gameplay revolves around this Talent and maximizing your Winter Orbs spent in this window.
Rime has a lot of viable talent builds. Any of the builds listed can get you very far in the game. Playing the build that you enjoy rather than what is perceived as the best is better in almost every circumstance.

This build focuses on the strongest Talents with immediate impact and does not factor in your Legendary.
This build is the easiest to play and highly competitive when compared to other builds damage wise. You would play this build while gearing up and progressing through the leagues and even deep into high eternal.
This build should be your default build to play at all stages of the game and only becomes stronger with Legendaries, particularly Drakesblood Tapestry but can be played with any of the three.
Avalanche and Coalescing Frost are consistently great AoE talent options that perform well for their purpose.
Burstbolter and Supreme Torrent will help boost your Anima generation.
Soulfrost Torrent is a consistent Talent that affects both Single Target and AoE in combination with Coalescing Frost.

If you find yourself not enjoying the beam talents and the playstyle around them, then I would recommend this build. It focuses more on the builder-spender playstyle and using Freezing Torrent as a builder rather than a large dps button. Most of your damage will be in Ice Comet and Glacial Blast.
This build is also the build recommended if playing with the Eldrin Amulet Of Undulating Spirits and also quite viable with Skandi's Sabatons Of Endless Winter.
It trades the versatile damage profile of a Freezing Torrent build and focuses all of the damage into Ice Comet and Glacial Blast.
Frostweaver's Wrath causes your next spender to have 100% increased critical strike chance. Especially when paired with Icy Flow, the next spender cast will have a large 125% increased critical strike chance and due to Grievous Critical Strike, deal very high damage.
Burstbolter can be replaced for Navir's Keeper and is mostly personal preference based.

End Game Beam Variant (Cascading Blitz)

This build is mostly played with the Skandi's Sabatons Of Endless Winter legendary in high eternal. I would not recommend using Drakesblood Tapestry with this build.
This build is a slightly altered build from the General Build and swaps out Avalanche and Greater Glacial Blast for Cascading Blitz. This slight variation increases your ST damage and priority damage by a large amount especially while in your Ice Blitz cooldown. It trades a small amount of AoE damage for a sizeable increase to ST damage.
Cascading Blitz is a very strong talent when played with the boots legendary. It increases the potency of your Ice Blitz to be on average a minute long and can even enable a 100% uptime in certain scenarios. The downside of this build is due to it's reliance on the Ice Blitz cooldown and being in constant combat to keep the cooldown running. When outside of your cooldowns, your damage is lackluster and you can quickly fall behind even on DPS in a pack.
If you find yourself with no Drakesblood Tapestry, I would highly recommend giving this build a try instead. If you end up not enjoying Cascading Blitz, then playing the General Build is recommended instead.
You can move around Biting Cold to Tundra Guard, Navir's Keeper, or Wisdom Of The North depending on personal preference and content level.
End Game Spender Variant (Chilling Finesse)

If you enjoy Chilling Finesse and find yourself with Skandi's Sabatons Of Endless Winter, this is a very fun variation.
It focuses on using Chilling Finesse and Wisdom Of The North to enable large amounts of anima generation to sustain Ice Blitz thanks to Cascading Blitz.
The playstyle of this build is different and the priority of spells change. See the Playstyle and Rotation section of the guide for more information.
When compared to the normal spender build, this variant deals slightly more ST thanks to Cascading Blitz and roughly the same when inside Ice Blitz but does less damage when not in Ice Blitz.
Biting Cold and Greater Glacial Blast are the two talents that are able to be moved around to Navir's Keeper, Tundra Guard, or Supreme Torrent depending on personal preferences and content levels.
