As Xavian, a lot of your durability comes from Shining Halo and self healing with Brilliant Flash. As a result, we want as high uptime on Shining Halo as possible.
Most players typically will acquire their Legendary will happen once you have roughly 12 Talent Points available. For Xavian, none of his Legendaries particularly augment or change what build you end up running so the General Build is the build I recommend for every avenue of play.

Early on one of the main struggles Xavian suffers with us uptime on his defensives, particularly Shining Halo. This build focuses on aiding his Halo uptime early on through an increased amount of Brilliant Flash casts. We're also picking up Golden Hour quite early, before slowly transitioning into triple 3 point talents in our end-game set-up.
Once you obtain your BiS weapon you can drop Imposing Presence and spread the 2 points out into either Celestial Favor, or a combination of Light's Oath + Sun's Verdict. I recommend Celestial Favor.
