As as result of the changes to Vigour in Pre-season 2 and how barriers now work for him, you will feel very starved for runes until you reach get your first Legendary. Depending on your Legendary, your Talents change quite a bit, but remain focused on increasing the value of Luminous Barrier, since this is the Button you will press the most.

What I’d consider the mandatory nodes for early-game Vigour would be Sacred Barrier and Grand Design. These Talents are perfect for helping you do exactly what you need and play into your kit massively, improving quality of life and your throughput by a large amount, both HPS and DPS wise.
Since both Luminous Barrier and Meticulous Runesmith stack, you want to use as many Dawnbreaker Orbs and combine them with Luminous Barrier to keep your Barriers from fading and making your team unkillable! Dawnbreaker Orb is also going to be your main resource for rune generation, so don't hesitate to spam as much as possible.
Remember: you can still try and play whatever you prefer at this level, don't be afraid to test out stuff!

Usually only recommended for very high Empyrean Sands specifically but totally fine to play until Eternal ~30

Your DPS in this build is going to be much worse and you will definitely be rune starved. To counter that, you have to start using more Greater Heals than usual and take Ascending Avatar to keep your tank healthy.

Totally fine for everything until up to Eternal ~20. Not recommended for higher levels.

This build is definitely the most comfortable and for many people also the most fun to play, because you'll always have enough runes for whatever you want to do and your Dawnflare's cast-time gets reduced by alot.
It does lack a lot of throughput, DPS and HPS wise, since the Legendary's healing is fairly negligible unfortunately and you usually don't press as many Dawnbreaker Orbs in this build.
