Talents
The Highwind Arrow build is performing better while progressing early and through low eternal so it has become the new recommended leveling and farming build in low eternal. Heartseeker Barrage feels a bit clunky early and is underperforming from how we expected it to be early game going into Season 3. They are both playable and fun though so I hope you try them both out and play the one you prefer.

The Spirit Barrage build uses the synergy of Signet Of Starstriker's Ascent resetting Heartseeker Barrage. The spirit refund also applies 3 stacks of Lunarlight Mark to your main target and 1 on up to 2 nearby targets, finally accompanied by Heartseeker Barrage's eruption that gives it a 20% chance to consume marks making them dealing AoE damage.
You can play this build with both of the other Legendaries: Master Astronomer's Bracers and Shimmering Silver Cape. Both of which you can play without changing the talents, though I would suggest picking up Repeating Stars if you happen to get Master Astronomer's Bracers first.

The Pure Highwind Arrow build runs Shimmering Silver Cape. With the additions and changes to the talent tree in Season 3 Highwind Arrow is performing exceptionally well. It has been performing extremely well especially early to mid game and is the new recommendation for leveling and early eternal farming until you get enough stats and the build online enough to make barrage feel good if you want to swap to it. Barrage starts feeling good when haste is above 20% and spirit is above 30-35%. Along with having 10b and Signet Of Starstriker's Ascent.
Highwind Arrow can be built as either a spirit version, like barrage, or a substat stacker using something like Emerald Judgement, Amethyst Splinters or Kindling, and The Trickster + The Monarch. Both will be developed as the Season progresses and updated accordingly.
