The Spirit Barrage build uses the synergy of Chain Of Starstriker's Ascent resetting Heartseeker Barrage, the new spirit refund that also applies 5 stacks of Lunarlight Mark to your main target and 2 on up to 2 nearby targets, finally accompanied by an addition to Heartseeker Barrage that gives it a 20% chance to erupt marks when consuming them dealing AoE damage. You can play this build with both of the other legendaries: Master Astronomer's Sabatons and Shimmering Silver Cape. Both of which you can play without changing the talents just keep in mind what they do and try to maximize their value.
If you need Defensives for certain dungeons when pushing high eternal you can make room for them by dropping Last Lights and picking up one Defensive. Or dropping Fervent Supremacy and picking up Skylit Grace along with two Defensives, or picking up Skyward Munitions and one Defensive along with Skylit Grace.

The Highwind Arrow build runs Shimmering Silver Cape. The nice thing about the Highwind Arrow build is that it has a good amount of flexibility in the talent points. Depending on personal preference you can drop Fervent Supremacy to pick up a Lunar Fury and a Defensive or Skylit Grace to go away from Multishot. Conversely you could drop Resurgent Winds to pick up Focused Expanse and Skylit Grace or a Defensive if you wanted to lean further into Multishot.
If you decide to take this build all the way to endgame look into running 10p/9y or 10p/6y/6r for gems and Amethyst Splinters over Visions Of Grandeur as a major weapon trait.
Best Secondary stats are Haste and then Crit and Expertise.
Note: Elarion's Defensives are Path Of Twilight, Magic Ward, and Spirited Fortitude.
