In Control Resonant, you can unlock new traversal abilities by tracking down sightings of Jesse and completing challenges related to making contact with her. One of the first available chances to contact Jesse appears in the West Incursion Zone, after you finish the intro missions. However, it's not as simple as just finding a specific location and meeting Jesse. Instead, you'll need to find your way into the parking garage, which has been locked, and then track Jesse down.
As a result, you will unlock the ability to climb/run up walls and streets that have been flipped vertically. This opens up a whole new world of exploration, so it's important to complete this quest ASAP. How to Start The Incursion Fault Quest

The Incursion Fault quest can be started as soon as you head over to West Incursion Zone to investigate the Theater. You will eventually run into a broken pathway, forcing you to retreat and take a look around the surrounding area instead. On a nearby rooftop, you will get a glimpse of Jesse's voice. This will start the quest and prompt you to look for her in the parking garage.
Where to Find the Parking Garage in West Incursion Zone

Proceed in the same direction, and you will come to a busy street overrun with enemies. Clear the enemies and then work to power the signal tower by locating and switching on all three signal points before returning to push the button on the tower. This will update the map for this section.
Tip: The 3 signals on signal towers each point in the direction of one signal point. If you're having trouble finding one, just use your traversal abilities and head in the general direction of whichever signals are still powered off on the tower.
Now head into the House of Mirrors. Inside, you will find a live generator. You now need to hit it to transfer the charge to your weapon, then run out the doors, turn left, and find the powerless generator near the vertical slab of road.
Hit the powerless generator before the electricity wears off from your weapon to transfer charge to this generator, successfully powering the elevator.

Use the elevator to reach the top of this street and continue forward. Clear enemies on these streets, and you will be able to notice the parking garage and notify Zoe over the radio. To help point you in the right direction, a map screenshot has been included below.

As you enter the parking garage, you will soon discover that the door is locked, and there are no signs of life or a key anywhere. It's now up to you to find a way to open the door.
How to Find the Key to the Parking Garage

Luckily, there is a lead. The note by the door reveals that the employee who has the key can be found in one of two places - either smoking out back or washing their gear at the laundromat. If you've already raced outside to have a look, then you've probably already noticed there's not a soul in sight behind the building.
So, it must be the laundromat, right? You can find it at the location below, easy enough:

However, it's just not that simple...it turns out the door to the laundromat is also locked. Don't worry, though; you can find another way in.

Head around to the alley with the red flooring and be sure to jump and dash, as this thorny terrain can damage you. There's also a laser on the wall that can hurt you, so keep an eye out. Here is the exact location:

In the corner, you will come across a set of double doors. Walk through them, and you will find a crate to open. There's also another door, which happens to be the back entrance to the laundromat.
Enter, and you will now be able to swipe the key from the hovering body of the security guard. There is also a tape on the table, so grab that and then exit the building and head back to the parking garage.

Use the key to open the locked parking garage door, then take the door on your left and open the crate. Now, exit the room and enter the elevator to go to the top of the parking garage, where you will get another fragment of Jesse.
Head over to the center of the section where you can see all of the floors below, and use your abilities to jump down the parking building. You can land on the floors below, but eventually there will also be metal bars that you can land on along the way, making the jumps down much smoother.

Unlocking the Ability & How it Works (Wall Climb / Wall Run)

At the bottom of the parking garage, you will see another TV surrounded by yellow foliage. Interact with the TV and then follow the path forward until you come across Jesse. Walk up and speak to her, and she will give you a warning about the vague and mysterious dangers she is chasing.

After this conversation, you will now unlock the Gravity Anomaly power, which enables you to stick to vertical and horizontal surfaces, switching gravity over to them. Essentially, it's a way to climb on and run up walls that you previously did not have access to, opening up a whole new way to explore the world.
Use this new power to work your way through the rest of the segment, and you will eventually come back to the start, where you found the first TV screen. Use your new wall-running abilities to attack the road leading back up to the parking garage.
You now just need to follow the tracks on the parking garage road, pointing to the exit. You'll need to use Gravity Anomaly a bit too, but as long as you follow the directions on the road, you should find the exit back to West Incursion Zone with no issues - plus Zoe comes in clutch with some groovy music over the radio to make the moment that much more satisfactory.

You're now free to explore the rest of the map using your new Gravity Anomaly, including remaining events in West Incursion Zone. It can be used for tracking down The Dancer boss too, so that may make a good next target if you're feeling ready for the challenge.
