The Blood of Dawnwalker is loaded with quests, books, notes, and little snippets of lore, which make up the rich world of Vale Sangora. However, some little crumbs of knowledge are harder to make sense of than others.
One such item is a note that you'll find in Swartrau City, a note containing some Mysterious Instructions that, at a glance, make absolutely no sense at all.
However, if you take the time to find all the books listed in this reading list, you'll crack a code that will lead you to one of the best pieces of legendary gear. We have the cipher, and we are more than happy to share it with fellow Dawnwalkers.
Cracking the Code
If you spend enough time in the city of Swartrau, you will come across this set of Mysterious Instructions. We found these when clearing out one of Brencis Flag rooms along the walls of the city. But we can only assume that there are multiple drops where you can pick this up.
Once you do, you'll find a note that reads as shown in the image below:
This won't make a lot of sense to you, but what it's asking you to do is find books of the same name in the open world, read the word listed in each, and that will give you a hidden message.
It might seem like a daunting task to find the books, but believe it or not, you can find them all pretty quickly by just wandering the streets of Swartrau in focus mode.
You see, there is a wealth of Hidden Caches, marked with hidden paint on the walls of buildings around the city, and the drops also have little yellow butterflies hovering around, so if you're in focus mode, they are quite hard to miss.
Each one has a book that will give you a piece of the puzzle. However, you should know. Whether you have the books or not, there is nothing stopping you from finding the treasure right away if you know where to look.

Finding The Arbiter's Medallion
Now that you have the solution to this cryptic puzzle, it's time to set off north of the city to find this legendary gear. Here is the area you'll need to go to, shown on the map below:
Head along the river until you reach the Great Bridge, or teleport to the Sandy Gorge or Shrike's Crag Road Fork shrine if you have either unlocked, then walk straight into the nearby waterfall.
Once inside, you'll find a bounty of riches, including rare swords, rings, amulets, armor, and a bunch of gold and Silver valuables. You're talking well over 1000 Denarii's worth of loot here.
But you'll find the marquee item in one of the chests inside the cave. The Arbiter's Medallion.
