Tier 1 (15)

Inexorable Assault: Gain a stack of Inexorable Assault every 8 sec, stacking up to 5 times. Obliterate and Frostscythe will consume a stack and deal some additional Frost damage.

Icy Talons: When you spend Runic power your melee attack speed is increased by 5% for 6 sec, stacking up to 3 times.

Cold Heart: every 2 sec you gain a stack of Cold Heart, causing your next chains of ice to deal some additional frost damage, stacking up to 20 times.

With how Pillar of Frost works right now Cold Heart is just too good to give up. On top of that because we are playing with Breath of sindragosa playing with Icy Talons makes it useless during cooldowns.

Tier 2 (30)

Runic Attenuation: Makes it so your auto attack have a chance to generate 3 runic power.

Murderous Efficiency: When you spend your killing machine proc it has a 50% chance to grant you 1 rune back.

Horn of Winter: Gives you 2 runes and generating 25 runic power with a 45 sec cooldown.

Every talent here is pretty decent overall, it truly just comes down to the passive income of runic power that Runic Attenuation gives is just too strong to give up. The RNG on Murderous efficiency just feels awful to play with compared to the rest in my option. Horn of Winter could be decent if it was not on GCD.

Tier 3 (45)

Death's ReachPassive
Blinding SleetInstant

Death’s Reach: Makes your Death Grip 10 yards longer and killing an enemy that gives experience or honor resets the cooldown of Death Grip.

Asphyxiate: Stun an enemy for 4 sec with a 45 sec cooldown.

Blinding Sleet: Blind all targets in a cone in front of you, causing them to get Disoriented for 5 sec. Damage may cancel this effect and it has a 1 min cooldown.

In this row it's pretty much up to what fight or what you’re doing in the game, normally I just run with asphyxiate as a stun is pretty useful in most cases.

Tier 4 (60)

Frozen PulsePassive

Avalanche: Casting Howling Blast with a rime proc causes nearby enemies to your target to take some frost damage.

Frozen Pulse: If you have fewer than 3 full runes your auto attack deals some addition frost damage to all nearby enemies.

Frostscythe: Deals Frost damage to all enemies in front of you, this attack will be affected by Killing Machine and crits with Frostscythe will deal 4 times the normal damage, costs 1 Rune.

Frozen Pulse is the way to go here, Avalanche just deals too low damage and Frostscythe is currently a pure AoE spell.

Tier 5 (75)

Death PactInstant

Permafrost: Your auto attack damage gives you an absorb shield equal to 40% of the damage you have dealt.

Wraith Walk: A movement ability which breaks all root effects and increases your movement speed by 70% for 4 secs on a minute cooldown. Bear in mind that this ability is on the GCD. In many encounters we are forced to pick this due to our extremely low mobility.

Death Pact: A good panic button that can be used in combination with Death Strike to fully heal yourself. 2 min cooldown.

Again, it truly comes down to what the fight requires, such as movement, a panic button to heal yourself back up or constant small damage ticks. You should pick what you think is best for each fight.

Tier 6 (90)

Gathering Storm: Each Rune you spend during Remorseless Winter increases its damage by 10% and extends the duration by 0.5 sec.

Glacial Advance: Spikes that advance forward dealing some Frost damage and applying Razorice to enemies near the eruption point. 6 sec cooldown (cooldown depends on haste).

Frostwyrm’s Fury: Summon a dragon that flies in a straight line in front of you and deals massive frost damage and slowing movement speed by 50% for 10 sec to all targets it goes through. 3 min cooldown.

Gathering Storm for the time being is the way to go seeing as you can extend it extensively during lust or with very high haste rating. Frostwyrm’s Fury is only good in massive M+ pulls or adds on Azshara in Phase 2.

Tier 7 (100)

Breath of SindragosaInstant

Icecap: your frost strike, frostscythe and obliterate critical strikes reduce the cooldown of pillar of frost by 1 sec.

Obliteration: while pillar of frost is active, frost strike and howling blast grants you killing machine and has a 30% chance to generate a rune.

Breath of Sindragosa: Deals around 7k frost damage every 1 second to enemies in a cone in front of you, dealing reduced damage to secondary targets. This will last until you run out of runic power or you cancel the effect.

Breath of Sindragosa is currently the way to go, if you look at how Frost DK works and the talents you pick right now the 2 other choices just won't do enough compared to Breath of Sindragosa.
